Since being implemented in July 2024, NAV Portugal’s extensive airspace restructuring of the Lisbon Terminal Manoeuvring Area (TMA) through its Point Merge System (PMS) has cut more than 200,000 minutes of delays.

A traffic sequencing model, that replaces traditional holding patterns with more direct, predictable and efficient trajectories, the PMS has transformed approaches to Humberto Delgado Airport and the wider Lisbon airport system. In the month it became fully operational (July 2024), the PMS impact was immediate: delays in that month dropped by 25 per cent compared to July 2023 while in April 2025 the reduction reached 38 percent.

NAV Portugal’s CEO, Pedro Angelo, commented, “The PMS marked a qualitative leap in the way we manage Lisbon’s airspace. The results show that it is possible to respond to growing demand with greater efficiency, predictability, and sustainability.”

The new system is based on a convergence approach towards a single Merge Point, allowing for lateral and vertical separation of traffic flow, while improving predictability, efficiency and operational safety.

Two optimisation phases for PMS operations have already been implemented or are currently being prepared. The first phase introduced adjustments in altitudes, speeds and routes, focusing on fuel efficiency and CO2 emissions reduction. The second optimisation package will enhance airspace management by introducing new contingency holding areas and sector adjustments to increase the flexibility and resilience of air traffic control operations. NAV Portugal is also working with ANAC to assess a northbound departure configuration aimed at mitigating noise impact on local  communities.
